ABBIE FLANAGAN

Abbie Flanagan served as an Assistant Public Defender in the Maryland Office of the Public Defender, where she represented juvenile and adults clients in eight Maryland jurisdictions in delinquency proceedings, waiver and transfer hearings, and criminal matters. She is now a full-time mother of two.
Prior to working at the Maryland OPD, Ms. Flanagan was a Community Fellow with the Open Society Institute. She used her fellowship to establish an education attorney position within the Juvenile Division of the Baltimore City Office of the Public Defender. She represented clients charged with school-based offenses in delinquency proceedings, as well as school discipline hearings, and advocated for clients rights under the Individuals with Disabilities Education Act and corresponding State law. She also trained attorneys and social workers on education rights.
Early in her career, Ms. Flanagan worked for the Choice Program as a Caseworker and Service Coordinator and the Living Classrooms Foundation as an Educator.
Ms. Flanagan holds a B.A. from the University of Kansas and a J.D. from the University of Maryland Francis King Carey School of Law.
